A day after Uzbekistan citizen Sayfullo Habibullaevic Saipov attacked civilians in New York City, President Donald Trump called for an end to the lottery system, by which the U.S. admits immigrants, and shift to a merit-based system less focused on diversity.

Claiming that Saipov brought others with him to the U.S., Trump suggested that changing the nation's immigration practices would help to prevent another attack.

“This man that came in — or whatever you want to call him — brought in with him other people,” Trump said, referring to the suspected terrorist whom he also called an “animal.”

Trump was referring to the practice of chain migration, which allows immigrants to sponsor non-nuclear family members to come to the U.S. from another country.

On Wednesday morning, Trump appeared to preview this policy change when he attributed Saipov's entry to the “Diversity Visa Lottery Program”:

During his cabinet meeting, Trump told the country to discard its focus on “political correctness” in immigration and focus on getting “tougher” and “smarter” with the nation's security.

“We're so politically correct that we're afraid to do anything,” Trump said.

A diversity lottery system, Trump said, sounded “nice” but actually wasn't. “It's not nice. It's not good,” Trump said.

“I am going to ask Congress to immediately initiate work to get rid of this program,” he said.

Trump added that the way the U.S. handled terrorists in the justice system was a “joke” and “laughingstock.”
