President Trump revealed his “Make America Great Again” budget blueprint on Thursday morning. The blueprint outlines various cuts and increases that Trump desires to make across government. The budget indicates that military and defense spending will increase while spending on programs in the art and housing sectors will be cut.

During the budget address, Trump said the purpose of his budget would be:

“... to reprioritize Federal spending so that it advances the safety and security of the American people ... A budget that puts America first must make the safety of our people its number one priority—because without safety, there can be no prosperity.”

Departments that will see increases are:

  • Department of Defense (10%)
  • Veterans Affairs (5.9%)
  • Homeland Security (6.8%)
  • National Nuclear Security Administration (11.3%)
  • Social Security Administration (2%)

Multiple departments will also experience decreases or elimination of funding. President Trump said:

“Every agency and department will be driven to achieve greater efficiency and to eliminate wasteful spending in carrying out their honorable service to the American people.”

These departments will see decreases:

  • Transportation (12.7%)
  • Health and Human Services: (16.2%)
  • Education: (13.5%)
  • State: (28.7%)
  • Labor: (20.7%)
  • Agriculture: (20.7%)
  • Commerce: (15.7%)
  • Energy: (5.6%)

These agencies will see decreases:

  • US Army Corps of Engineers (16.3%)
  • Environmental Protection Agency (31.4%)
  • National Aeronautics and Space Administration (0.8%)
  • Small Business Administration (5.0%)

These are the initial programs that Trump's budget seeks to eliminate:

  • The 21st Century Community Learning Centers program
  • Advanced Research Projects Agency-Energy
  • African Development Foundation
  • Appalachian Regional Commission
  • Chemical Safety Board
  • Community Development Block Grant
  • Community Development Financial Institutions
  • Corporation for National and Community Service
  • Corporation for Public Broadcasting
  • Delta Regional Authority
  • Denali Commission
  • Economic Development Administration
  • Global Climate Change Initiative
  • Great Lakes Restoration Initiative, Chesapeake Bay funding, and other regional programs under EPA.
  • HOME Investment Partnerships Program, Choice Neighborhoods, and the Self-help Homeownership Opportunity Program, all under HUD
  • Institute of Museum and Library Services
  • Inter-American Foundation
  • US Trade and Development Agency
  • Legal Services Corporation
  • Low Income Home Energy Assistance Program
  • McGovern-Dole International Food for Education program

In a statement, Mick Mulvaney, Trump's Director of the Office of Management and Budget, said:

“This 2018 Budget Blueprint will not add to the deficit. It has been crafted much the sameway any American family creates its own budget while paying bills around their kitchen table; it makes hard choices.”

The proposed budget sets in stone what President Trump wants to prioritize for the fiscal year. A full budget including taxes and economic factors will be unveiled in May.
