A report possibly linked to the U.S. intelligence community believes Israel seemingly aims to entrench itself in U.S. institutions and more permanently capture American support.
Members of the CIA and other U.S. intelligence officials allegedly wrote an assessment about Israelâs strategy to connect itself to American weapons, industrial, and intelligence programs, a Capital & Empire report claims. The alleged report claimed that public U.S. aid to Israel would gradually be replaced by long-term, institutional relationships through which financial aid could subtly spread between government programs.
The alleged CIA document has yet to be publicly released, and the names of any specific individuals enacting this plan have not been disclosed, Capital & Empire reported.
âI want to draw down the American support to Israel to zero,â Netanyahu told CBSâs Major Garrett in a May 10 â60 Minutesâ interview.
The CIA did not immediately respond to the Daily Caller News Foundationâs request for comment.
Israel spent more than $100 million since 2023 on foreign influence, according to a July report by the Quincy Institute referencing Foreign Agents Registration Act (FARA) filings.
Brad Parscale, a former Trump presidential campaign manager, received $9 million dollars from the State of Israel for his firm, Clock Tower X, according to a December 2025 FARA filing.
âAt least 80 percent of content is tailored to Gen Z audiences across platforms, including TikTok, Instagram, YouTube, podcasts, and other relevant digital and broadcast outlets,â a statement of work between Parscaleâs firm and Havas Media Germany (Israel) states. The agreement further described a research outline which included monthly updates on âaudience segmentation and sentiment analysis, including Gen Z and other key U.S. demographic groups.â
The Trump-backed Republican candidate for Kentuckyâs Fourth Congressional District, Ed Gallrein, benefited from roughly $9 million in outside spending by the American Israel Public Affairs Committee (AIPAC) and other pro-Israel groups in the May primary race to oust incumbent Rep. Thomas Massie, according to Politico. Political action committees (PAC) such as the Republican Jewish Coalition (RJC) and United Democracy Project (UDP), as well as AIPACâs super PAC, donated more than $63,000 to Gallrein in the race.
The House of Representatives passed H.R. 8800, the National Defense Authorization Act for Fiscal Year 2027, on July 22. It includes Section 219, which creates a new Pentagon position to promote Israeli technology among U.S. weapons programs.

Likewise, 59% of adults expressed ânot too much / no confidence at all in Prime Minister Benjamin Netanyahu to do the right thing regarding world affairs,â according to Pew Research. This lack of confidence in him increased from 53% in March 2025 and 42% in March 2023.
