President Joe Biden struggled to get through his speech after coughing over and over again.
During his speech on the CHIPS legislation Tuesday, Biden continued to take breaks after struggling with the coughs.
âManufacturing, the backbone of the economy, was hallowed out. We let semiconductor manufacturing go over seas,â Biden said.
He continued, âAnd, as a result, we barely produce 10% of the semiconductors.â
Biden proceeded to cough in his hand, adding, âExcuse me.â
After taking a sip of water, Biden explained during the pandemic, âthe factories that make these chips shut down. The global economy comes to a screeching halt, driving up costs for our families.â
The president coughed again and again into his hand.

Biden later shook hands with a crowd of people.
On Sunday, Biden left isolation after suffering from a rebound case of COVID-19.
He told reporters he was âfeeling good.â
Dr. Kevin C. OâConnor, the White House physician, said in a White House memo on Sunday, âThis morning, the Presidentâs SARS-CoV-2 antigen testing was negative for a second consecutive day.â
He continued, âHe will safely return to public engagement and presidential travel.â
In July, Biden first tested positive for the virus.
Dr. Ashish Jha, the White House Covid Response coordinator, said at the time, âBecause the president is fully vaccinated, double boosted his risk of serious illness is dramatically lower.â
The statement went on, âHeâs also getting treated with a very powerful antiviral, and that further reduces his risk of serious illness. Itâs a reminder of the reason that we all work so hard to make sure that every American has the same level of protection.â
In March, Biden received his second COVID-19 booster shot.
âIf you havenât gotten your first booster, please donât wait,â Biden said. âDo it today.â
