During the Munich Security Conference, the former vice president pointed mainly to Trump’s immigration policy and calls for secure borders as the reason he sees America as embarrassing.

“The America I see values basic human decency, not snatching children from their parents or turning our back on refugees at our border. Americans know that’s not right. The American people understand plainly that this makes us an embarrassment. The American people know, overwhelmingly, that it is not right. That it is not who we are.”
Biden, a likely 2020 Democratic candidate for president, made his speech sound like a campaign stop, despite it being in Germany. He attacked the Trump administration while painting some of his policy prescriptions for the United States.
“When America leads by example at home, we extend our moral authority to lead abroad. The American people understand that as well. So that’s why there’s so much upset in America about this, what I call, the struggle for America’s soul. It goes beyond a single issue. It goes to what we are, who we stand for. America’s led not simply by the example of our power, but by the power of our example.”
Biden went onto slam President Trump’s “self-defeating trade wars,” criticizing the president for renegotiating trade deals in North America and with China. The former vice president noted that Americans didn’t need a level playing field to compete with our international competitors.
“We demand to be treated fairly, but there’s no one in the world, anywhere in the world, we’re afraid to compete with if even there’s close to a level playing field,” said Biden.
While Biden’s Munich speech had the layout of a campaign speech, he claims he has yet to make a decision on 2020. On the issue of running, Biden said, “I haven’t reached a decision. I’m in the process of doing that, and I will in the near term let everyone know what that decision is.”
