Rep. Gaetz Introduces ‘PENCIL’ Act to Remove Adam Schiff as Intelligence Chair

WASHINGTON, DC - FEBRUARY 27: U.S. Rep. Matt Gaetz (R-FL) speaks to members of the media outside the hearing Michael Cohen, former attorney and fixer for President Donald Trump, testifies at before the House Committee on Oversight and Reform at Rayburn House Office Building February 27, 2019 on Capitol Hill in Washington, DC. Last year Cohen was sentenced to three years in prison and ordered to pay a $50,000 fine for tax evasion, making false statements to a financial institution, unlawful excessive campaign contributions and lying to Congress as part of special counsel Robert Mueller's investigation into Russian meddling in the 2016 presidential elections. Florida Rep. Matt Gaetz (R-Fla.) took aim at House Intelligence Committee Chairman Rep. Adam Schiff (D-Calif.) on Wednesday, introducing a bill to remove the California Democrat as the House Intelligence chair with a resolution dubbed the “PENCIL Act.”

One of President Donald Trump’s closest allies in the House, Gaetz — the second-term Republican representing Florida’s First District — introduced the resolution targeting Schiff for removal from his post as the chair of the House Permanent Select Committee on Intelligence.

The Preventing Extreme Negligence with Classified Information Licenses — or PENCIL — Act’s name is a salute to the president’s referring to Schiff as a “little pencil neck.”

The proposed resolution calls for Schiff’s removal from the House Intelligence Committee and the immediate revocation of the California congressman’s security clearance.

Gaetz cites in the resolution that, as committee chairman, Schiff belongs to the “Gang of Eight” — the eight Members of Congress that are privy to “America’s most sensitive intelligence” — and that congresspeople in the Gang of Eight “rely” on their “judgment, integrity, and truthfulness” regarding “Congress’s overall decision-making functions.”

The Florida Republican went on to say that Schiff “could no longer be trusted by his colleagues” and brought up the letter signed by every Republican member on the House Intelligence Committee demanding Schiff’s resignation as chairman, as IJR Red previously reported.

Gaetz pointed to many examples of Schiff’s past claims of the president colluding with Russia in the media — such as his claim in March of 2017 where he accused the Trump campaign of taking “help from the Russian government to win the presidency” — and slammed him as having “proven himself untrustworthy by advancing falsities about” Trump.

The resolution ended by calling for Schiff’s removal from the committee and having his security clearance stripped:

“It is the sense of the House of Representatives that Congressman Adam Schiff should be removed from the Permanent Select Committee on Intelligence of the House and that his security clearance should be revoked immediately.”

House Speaker Nancy Pelosi (D-Calif.) came to Schiff’s side last month at a press conference, defending the congressman and saying she was “proud” of his work in the committee.
