On the campaign trail, candidate Donald Trump promised to put the brakes on immigration that would hurt American workers. On Wednesday, President Donald Trump outlined a proposed immigration policy that he says is the "the most significant reform [in legal immigration policy] in half a century” and would begin to make good on that promise.

Trump announced the "RAISE Act,” a bill written by Sens. David Perdue (R-GA) and Tom Cotton (R-AR), that would begin to match immigrants with skills needs in the U.S. instead of a “lottery system,” which Trump said has hurt minority and immigrant workers:

“For decades, the United States has operated a very low-skilled immigration system, issuing record numbers of green cards to low-wage immigrants. This policy has placed substantial pressure on American workers, taxpayers and community resources. Among those hit the hardest in recent years have been immigrants and, very importantly, minority workers, competing for jobs against brand-new arrivals."

The bill includes:

  • Ending “chain migration,” which started in 1965
  • Ending the “diversity lottery”
  • Requiring immigrants to be able to support themselves without welfare
  • Reducing the number of green cards
  • Requiring immigrants to speak English
  • Requiring immigrants to possess certain job skills.
  • Reducing low-skilled immigrants
  • Requiring a minimum education level

Trump said that the bill would return legal immigration to a “merit-based” system:

“I campaigned on creating a merit-based immigration system that protects U.S. workers and taxpayers. [This bill] will reduce poverty, increase wages, and save taxpayers billions and billions of dollars.”

Trump got huge support on social media, especially after presidential adviser Stephen Miller parried with reporters on the issue:

CNN’s Jim Acosta battled with Miller and it didn’t go so well for the reporter when he suggested that immigrants from Third World countries didn’t know how to speak English:

Currently, the U.S. welcomes more than 1 million new people into the country every year, according to Fox News.
