A federal Reagan-appointed judge on Monday blocked the Trump administration’s move to halt a massive offshore wind farm off the coast of Rhode Island and Connecticut, according to court filings.
U.S. District Court Judge Royce Lamberth granted an injunction overturning the Department of the Interior’s (DOI) Aug. 22 decision to halt all activity on “Revolution Wind” after the developers filed a preliminary injunction against DOI’s order on Sept. 4. The Trump administration has been cracking down on the green energy technology former President Joe Biden championed, cancelling funding for and moving to block several offshore wind projects as it favors energy resources it deems more reliable.
“Having considered all papers and evidence submitted in support of and in opposition to the Motion, the arguments of counsel and all other matters presented to the Court, and finding good cause appearing therefrom, for the reasons stated on the record in open court, the Court finds that Revolution Wind is entitled to a stay and preliminary injunction of the Bureau of Ocean Energy Management’s August 22, 2025 Order issued to Revolution Wind,” the ruling states. “Furthermore, the Court finds that Revolution Wind is entitled to a preliminary injunction against the enforcement of the Order. Revolution Wind has demonstrated likelihood of success on the merits of its underlying claims, it is likely to suffer irreparable harm in the absence of an injunction, the balance of the equities is in its favor, and maintaining the status quo by granting the injunction is in the public interest.”

The project is 80% completed and developers will resume work on it “as soon as possible,” according to Revolution Wind’s website.
The DOI flagged the project for “national security interests” in its work-stop order, though the agency did not elaborate in great detail. The planned project is set to be composed of 65 wind turbines and has been contested by some green groups.
“Americans deserve energy that is affordable, reliable, and built to last — not experimental and expensive wind projects that are proven failures,” DOI deputy press secretary Aubrie Spady told the Daily Caller News Foundation previously, when the agency put the work-stop order in place. “In line with President Donald Trump’s Energy Dominance Agenda, Interior is putting an immediate stop to these costly failures to deliver a stronger energy future and lower costs for American families. Like President Trump said, ‘the days of stupidity are over in the USA!’”
DOI and Revolution Wind did not immediately respond to the DCNF’s requests for comment.
