Congress has reached a deal to reopen the government to end a 40-day shutdown that left federal agencies closed and thousands of workers furloughed. 

According to Fox News, Senate Democrats signaled enough support for the revised plan, allowing lawmakers to move forward with votes and bring the shutdown to an end.

The updated continuing resolution will fund the government through Jan. 30, 2026, reverse firings of furloughed workers, and ensure back pay for those affected.

Senate Appropriations Chair Susan Collins, R-Maine, led the bipartisan negotiations, with Democratic Senators Angus King, I-Maine, Jeanne Shaheen, D-N.H., and Maggie Hassan, D-N.H., playing key roles in reaching the compromise.

Earlier Sunday, Senate Republicans unveiled a three-bill minibus package designed to restart government funding, covering military construction and the VA, the legislative branch, and agriculture and the Food and Drug Administration. The package was seen as a bipartisan incentive to attract enough Democrats to break the deadlock.

Senate Majority Leader John Thune, R-S.D., emphasized that the bill would not come to the floor without sufficient support. “There’s going to be something to vote on, let’s put it that way,” he said.

The agreement does not include a resolution on extending expiring Obamacare subsidies, though Thune has promised a vote on the issue after the government reopens.

Senate Democrats had huddled to discuss the path forward, ultimately agreeing to the plan and effectively shifting from their previously entrenched position during the shutdown.

After Senate approval, the House also passed the bill, sending it to President Donald Trump, who signed it into law, officially reopening the government.

“I don’t expect anything from the Democrats,” said Sen. Markwayne Mullin, R-Okla., reflecting the partisan tensions that lingered throughout the shutdown.
