The Biden-Harris administration selected a left-wing entity that advocates for open borders, reparations for black people and anti-Israel activism to help disburse millions of taxpayer dollars in predominantly-Republican states, the Daily Caller News Foundation has learned.
In December 2023 the Environmental Protection Agency (EPA) selected the Seattle, Washington-based Community-Centric Fundraising (CCF) to serve as an “equitable funding advisory/training partner” for a $50 million award under the Inflation Reduction Act’s (IRA) $3 billion Environmental and Climate Justice Block Grants provision. CCF has consistently advocated for defunding the police and “Palestine’s freedom” in addition to encouraging grassroot organizations to publicly support “Black Lives Matter” and create an “advocacy plan.”
“It is appalling that the Biden administration is using American tax dollars to push discrimination and division against Utah families,” Republican Sen. Mike Lee of Utah, told the DCNF in a written statement. “This insulting waste of resources by the EPA has nothing to do with saving the environment and everything to do with advancing a dangerous political agenda in our communities.”
CCF is partnering with six entities to disburse federal dollars to environmental advocacy groups for “environmental justice” projects in Utah, Montana, North Dakota, South Dakota, Wyoming and Colorado, according to an EPA document.
Founded in May 2019, the entity bills itself as a “grassroots movement” to disrupt traditional ways of fundraising, which “uphold patriarchy, classism, white supremacy and other structural oppressions,” according to a statement on CCF’s website.
“CCF is a movement made by Black, Indigenous, Persons of Color (BIPOC), for BIPOC folks, in which white folks are allowed in as fellow accomplices,” a CCF blog post from December 2023 titled, “Ways whiteness shows up in CCF to the detriment of everyone,” states. “Whiteness demands that white folks feel 100% comfortable all the time, which is antithetical to this movement or any push for social, environmental, or economic justice. But that doesn’t stop white folks from expecting and commanding it.”

CCF also prioritizes “the voices of people of color” in the entity’s editorial and management practices and claims that “white allies” play a significant but “supporting role.”
“75% of our blog posts will be from Persons of Color (and all of our leadership are POC.),” the group wrote under the “Facts and Questions for White Allies” page on its website. “This means that it may take longer for your piece to be published, and you may be compensated less if there are not enough resources to pay writers.”
CCF did not respond to multiple requests for comment.
CCF provides a “Characteristics of White Supremacy Culture” guide authored by the racial justice activist, Tema Okun, as a resource on its website. In the guide, Okun claims that “perfectionism,” “objectivity,” “individualism” and “worship of the written word,” among other topics, are embodiments of white supremacism.
In a July 2020 document, CCF encouraged organizations to “publicly support Black Lives Matter and defund the police,” “create and implement an advocacy plan” and “provide opportunities for donors to be engaged with discussion on taxes, colonization, slavery, reparation, wealth inequity, etc.”
“Following the murder of George Floyd and the ensuing people’s uprising, our local Black-led organizers here in Seattle have distilled our current goals to the following three demands: Defund the Seattle Police Department by at least 50%, invest in Black and Brown community-led solutions, free all protestors without charges,” a CCF blog post from July 2020 states. “Capitalism and systemic racism go hand in hand. Defunding the police is one small step toward changing out systems to put money into healing Black communities instead of criminalizing them.”
A July 2024 CCF blog post recommended antiracist and systemic oppression training for “all fundraising professionals.”
CCF also explicitly called for “open borders” and “reparation[s] for the enslavement of and other injustices perpetrated on Black people” in a January 2022 document outlining the issues CCF believes it “must support.”
The left-wing entity is fiscally sponsored by Possibility Labs, a San Francisco, California-based nonprofit that provides financial support to left-wing advocacy groups with the intention of disrupting the “current capital system,” which, according to Possibility Labs, is “rooted in white supremacist practices.” Possibility Labs receives a significant amount of its funding from the Pritzker family-founded Kataly Foundation, which the Anti-Defamation League has accused of funding “anti-Israel groups,” including the Palestinian Youth Movement (PYM) and Jewish Voices for Peace.
A CCF blog post from December 2023 lists the antisemitic PYM as a resource. The PYM claimed responsibility for releasing maggots and mealworms in the Watergate Hotel to disrupt Israel Prime Minister Benjamin Netanyahu’s stay in July. The blog post also urges organizations to financially support the web of anti-Israel groups active in the United States.
“Find ways to move unrestricted funds to the most impacted communities who are doing grassroots organizing for justice in their own backyards, to Palestinians fighting for justice from within the North American diaspora,” the blog post published by CCF from December 2023 states. “Strategize internally about how you might redistribute some of your own funds to Palestinian-led organizing.”
A September 2023 CCF blog post calls for “de-professionalizing and unionizing the workplace” and claims that professionalism “has harmed trans and intersex BIPOC workers.”
Republican lawmakers have sharply criticized the EPA’s implementation of the IRA’s $3 billion environmental and climate justice provision for doling out taxpayer dollars to far-left entities whose missions appear to have little relation to environmental protection.
The EPA declined the DCNF’s request for comment.
