El conde Mikhail Mikhailovich Speransky fue un estadista y reformista ruso durante el reinado de Alexander I of Russia, de quien fue un estrecho asesor. Miembro honorario de la Free Economic Society (1801) y de la St. Petersburg Academy of Sciences (1819). Posteriormente sirvió bajo Tsar Nicholas I of Russia y fue Active Privy Councillor (1827). Speransky es conocido como el padre del liberalismo ruso.
