GOP Spending Groups Race Ahead Of Democrat Rivals In Fundraising

House Republicans’ largest outside spending groups are leading their Democratic counterparts in fundraising ahead of November’s midterm elections.

The House GOP leadership aligned-Congressional Leadership Fund (CLF) and its associated nonprofit, the American Action Network (AAN), reported a $136 million fundraising haul in 2025. Meanwhile, House Democratic groups — House Majority PAC and its sister organization House Majority Forward — raised just $121 million combined in the same time span.

The GOP lead is relatively small, but the Republican groups are touting the fundraising edge, first reported by Punchbowl News, as proof they have the resources to defend the fragile House GOP majority.

“This record-breaking haul of $136 million is a testament to the sustained commitment of our donors and their trust in Speaker Mike Johnson, this Republican leadership team, and our mission,” CLF President Chris Winkelman said in a statement. “Building this historic war chest early means we have a financial head start heading into the midterms. We will defend our majority-making incumbents and push further into Democrat territory.”

The Democratic groups notably characterized their 2025 fundraising totals as “record-breaking” despite trailing CLF and AAN by $15 million. The House GOP outside spending groups pulled off a $20 million fundraising advantage over their Democratic rivals in the first half of 2025.

CLF and its sister nonprofit are expected to play an outsize role in helping fend off Democrats’ efforts to retake House control. The GOP fundraising powerhouse is frequently the largest single spender in battleground House races.

Democrats have just a two-point advantage over Republicans in the generic ballot (40% to 38%), according to a Reuters/Ipsos poll of 941 registered voters released Wednesday. The survey was conducted between Jan. 12 to 13.

The Senate Leadership Fund (SLF) also reported a massive fundraising total for 2025. The Senate Majority Leader John Thune-aligned spending group hauled in $180 million, smashing its record for largest fundraising total in an off-year election.

Senate Majority PAC, SLF’s Democratic counterpart, has not yet reported its 2025 fundraising total.
