Fox News legal analyst Gregg Jarrett predicted during a “Fox and Friends” appearance on Monday that rulings blocking President Donald Trump from deploying the National Guard to various cities would be overturned.

United States Immigration and Customs Enforcement (ICE) operations and facilities across the country, including in the Chicago area and Portland, Oregon, have been targeted by rioters, with a weekend operation in Evanston turning violent when an ICE vehicle was rammed by a tailgating car, according to Fox 32 Chicago. Jarrett said that U.S. District Judge Karin Immergut of the District of Oregon’s ruling blocking the deployment of National Guard troops to Portland was defying past rulings by the Ninth Circuit.

“This Portland judge is ignoring what the higher court, the Ninth Circuit previously said when she first halted Trump’s deployment of the National Guard and that is that the president lawfully exercised his authority and the judges must always give a great level of deference to the chief executive when he decides that troops are necessary to enforce law and order,” Jarrett told “Fox and Friends” co-host Lawrence Jones about the ruling. “The court said that a judge may not substitute his or her own judgment for that of the president when it comes to matters of national security. Why? Because it’s a constitutional, statutory power vested solely in the president not jurists.”

“You know, this particular judge, Karin Immergut, her ruling will now be reviewed by the full Ninth Circuit, inevitably the Supreme Court,” Jarrett continued. “But it does underscore what President Trump said last night his efforts to use ICE and federal law enforcement are constantly being interfered with by judges, same thing in Chicago. The Supreme Court is now forced to get involved. Too many judges think they are super-presidents who can countermand anything Trump does and that’s not what the Constitution says.”

Immergut presided over a three-day trial, during which Portland officials claimed that the ICE facility in the city was not being targeted by violence, despite reports that anti-ICE rioters planned to aim lasers at helicopters operated by the federal government. A panel of the Ninth Circuit Court of Appeals overturned an earlier order by Immergut that blocked the National Guard deployment, but the court voted to hear the case en banc, restoring the judge’s ruling.

Two illegal immigrants were killed during a shooting at the ICE office in Dallas on Sept. 24, with the gunman taking his own life. Since July 4, there were two previous incidents in Texas where shots were fired at ICE or Border Patrol facilities, with ten people being charged with attempted murder in connection with the ambush on the ICE detention facility.

Death threats targeting ICE agents have increased by 8,000%, the Department of Homeland Security said in a Friday release. Assaults on ICE agents are up 1,000% year-over-year, the agency reported in a September 22 release.

Resistance to ICE operations across the country has included a Milwaukee judge who allegedly helped an illegal immigrant evade ICE agents in April and Democratic Mayor Freddie O’Connell of Nashville releasing the names of ICE agents involved in a crackdown on illegal immigrants in the Tennessee capital in May.

In New York City, ICE agents arrested Democratic mayoral candidate Brad Lander on June 18 after he allegedly interfered with an ICE operation to apprehend illegal immigrants in a Manhattan court. Democratic Rep. LaMonica McIver of New Jersey was charged with assaulting an ICE agent after attempting to force her way into an ICE facility in Newark during a May incident.
