California Governor Gavin Newsom officially launched his redistricting campaign Thursday during an event in Los Angeles — but what was meant to be a political announcement quickly turned into something much more dramatic.
Newsom stood at a podium with the phrase “Election Rigging Response Act” printed across the front. Behind him stood supporters and Democratic leaders who cheered the effort to redraw California’s congressional districts. The mood, however, shifted fast after social media posts from the governor’s office claimed that Border Patrol officers had gathered just outside the event.
One image posted by the office showed masked agents standing near the venue. Some were visibly armed and carrying zip ties. Among them was Gregory Bovino, head of the El Centro sector of Border Patrol, who’s become known for his strong public comments on immigration enforcement.
When asked by a local reporter what they were doing there, Bovino said, “We’re here making Los Angeles a safer place, since we don’t have politicians that’ll do that.”

That quote — paired with the armed presence — was enough to spark immediate reactions. Newsom’s team responded with a social media post in all caps: “WE WILL NOT BE INTIMIDATED!”
Tensions rose quickly.
Karen Bass spoke out as well:

Inside the press conference, supporters of Newsom’s proposal said the plan is a necessary response to similar redistricting moves happening in states like Texas. There, Republican lawmakers redrew congressional maps earlier this summer — changes that benefit the GOP and may help them keep control of the U.S. House of Representatives.
“If we do not fight back, they will continue to seize unfettered power,” said Jodi Hicks, CEO of Planned Parenthood Affiliates of California. “They defy the will of the people and threaten the health and wellbeing of all of us.”
Newsom’s office didn’t hold back on social media either. In a series of posts written in a tone meant to mimic former President Donald Trump’s signature style, the office posted messages like: “CALIFORNIA WILL NOW DRAW NEW, MORE ‘BEAUTIFUL MAPS,’ THEY WILL BE HISTORIC AS THEY WILL END THE TRUMP PRESIDENCY.”
The post ended with: “THANK YOU FOR YOUR ATTENTION TO THIS MATTER!”
In another twist, the campaign’s launch day was nicknamed “Liberation Day” — a phrase that Trump once used when announcing trade tariffs. The name choice appears to be another way Newsom and his allies are signaling that this campaign isn’t just about maps — it’s about taking a stand.
But the stakes are high, and the process won’t be simple.
Back in 2010, California voters passed a law that created an independent redistricting commission. That group, not lawmakers, currently decides how the state’s congressional districts are drawn. For Newsom’s new plan to go into effect, voters would have to agree to temporarily give that power back to the state Legislature.
The proposal would only apply to the 2026, 2028, and 2030 elections — but it would allow Democrats in the state to shift the balance in the U.S. House by redrawing California’s maps during a crucial election cycle.
Assembly Speaker Robert Rivas says proposed maps will be revealed this week. Once lawmakers return from their summer recess, the measure is expected to be placed on the ballot for a special election this November.
Not everyone is on board. Charles Munger Jr., a major funder of the 2010 reforms, is preparing to fight back. In a statement, his spokesperson wrote, “California shouldn’t stoop to the same tactics as Texas. Two wrongs do not make a right.”
With the House of Representatives narrowly split — 219 Republicans to 212 Democrats — this move could tilt the balance in the next election.
But the question remains: Will California voters agree to undo a reform they supported just 14 years ago? Or will they see this as politics as usual in a high-stakes power play?
The new maps will be released soon, but the debate has already begun.
