The release of more than three million documents tied to Jeffrey Epstein is reigniting serious questions about whether powerful third parties were involved in his sexual abuse operation — and why authorities have repeatedly insisted there was no evidence to pursue them.

The newly disclosed files include allegations suggesting Epstein did not act alone, but instead provided victims to other wealthy and influential men. While officials have long downplayed or dismissed such claims, the documents, combined with earlier disclosures and court filings, paint a far more troubling picture.

Several records describe accusations that Epstein and his longtime accomplice, Ghislaine Maxwell, directed victims to perform sexual acts for Epstein’s associates. In one account, a woman said Maxwell told her Epstein had to leave his home but that a friend was staying behind who wanted a massage. That man allegedly offered her money for sex, which she said she accepted.

A prosecution memorandum dated Jan. 26, 2021, signed by assistant U.S. attorneys in the Southern District of New York, detailed the allegation. According to the memo, when the woman was shown a photograph of disgraced movie producer Harvey Weinstein, she identified him as the man involved. The names of the prosecutors who signed the memo were redacted.

Despite the allegation, Weinstein was never charged or publicly investigated in connection with Epstein. A later FBI presentation, apparently created after July 2025, described a similar accusation, alleging Epstein instructed an accuser to give Weinstein a massage during which Weinstein allegedly demanded sexual acts and threatened retaliation when she refused.

Weinstein, who is currently incarcerated following sexual assault convictions unrelated to Epstein, has denied the claims. His representative said the documents reflect allegations, not findings, and emphasized that Weinstein was never charged or formally investigated in relation to Epstein.

Another prominent name appearing in the newly released files is billionaire financier Leon Black. An FBI presentation included a page titled “PROMINENT NAMES” listing Black, along with allegations that Epstein directed women to give him massages, including claims of coerced sexual acts.

One document stated that the Manhattan District Attorney’s Office had begun looking into allegations against Black, though the office declined to comment or confirm any investigation. Black has never been charged criminally in relation to Epstein. Two civil cases against him were dismissed or withdrawn.

Black’s attorney said he requested an independent investigation, which was conducted by the Dechert law firm. According to the findings, Black paid Epstein for legitimate tax and estate planning advice and had no knowledge of Epstein’s criminal conduct. His legal team has forcefully denied all allegations.

The documents also revive older claims suggesting Epstein and others may have trafficked or shared illicit images. Artist Maria Farmer, who worked for Epstein in the 1990s, alleged in a 1996 FBI report that Epstein stole nude photographs of her and her sister and sold them to buyers. A separate document from 2023 indicates a lawyer for Epstein’s estate contacted the FBI after discovering what appeared to be child sexual abuse material during a document review.

Additional emails released by the House Oversight Committee show Epstein and an associate discussing travel and “girls,” with the associate believed to be Jean-Luc Brunel, a French modeling agent accused of supplying underage girls to Epstein. Brunel was arrested in 2020 and later died in prison by apparent suicide.

Virginia Giuffre, one of Epstein’s most prominent accusers, alleged in civil filings that Epstein and Maxwell trafficked her to “adult male peers, including royalty,” specifically accusing Prince Andrew of sexual abuse. The former royal has denied the allegations. Giuffre died by suicide earlier this year.

Despite these claims, some documents show investigators minimizing the scope of Epstein’s operation. An FBI slide labeled “MISCONCEPTIONS” stated that Epstein did not regularly prostitute victims to other men. A case summary noted that only one victim claimed she was “lent out,” and said her account conflicted with other testimony — though it acknowledged the closest corroborating allegation involved Weinstein.

Attorneys representing Epstein’s victims strongly dispute the government’s narrative.

“It is without question that a significant piece of Epstein and Maxwell’s vast sex-trafficking operation was to provide young women and girls to other wealthy and powerful individuals,” said Sigrid McCawley, a longtime attorney for Epstein survivors.

Other lawyers say the latest disclosures raise more questions than answers, particularly about missing FBI records and redacted names.

“The absence of a formal ‘client list’ is not the same thing as proof that no third parties participated,” said attorney Spencer Kuvin, who has represented numerous Epstein victims.

As more documents surface, pressure is growing on federal authorities to explain why so many allegations involving powerful men were never fully pursued — and whether justice was quietly set aside to protect elites.
