Investigators believe Fleming and Thomas arranged a fake puppy sale to convince Kinlaw to make the trip. Once there, Kinlaw was allegedly shot and killed. 

“This was a very targeted incident."

Police said the man was riding in an elevator when he struck up a conversation with another passenger, then suddenly pulled out a firearm and aimed it at him.

The suspects, both repeat offenders, evaded capture for 10 days before being arrested.
