An illegal immigrant high school student who entered the United States in 2024 under the Biden administration now faces nine counts of assault charges after parents in Fairfax County, Va., say he repeatedly groped girls inside school hallways.
Parents of roughly a dozen alleged victims accused 19-year-old Israel Flores Ortiz of approaching girls from behind in school hallways and placing his hands between their legs, moving from the front to the back, according to 7News. The suspect entered the United States in 2024 and was released under policies in place during the Biden administration, 7News Reporter Nick Minock reported.
“This student happens to be in the country illegally. ICE told me that he entered the country in 2024 and was released under the Biden administration. And now he’s charged with assault and battery,” Minock said.
Families say the incidents happened multiple times during the school year before authorities intervened. The suspect is currently being held in jail as the criminal case proceeds. Several parents told WJLA they are furious with Fairfax County Public Schools, accusing administrators of allowing the alleged behavior to continue for months without taking meaningful action.

Should schools be held accountable for safety incidents involving students?
The suspect’s public defender asked the court to release him on bail. Prosecutor Jenna Sands from Fairfax County Commonwealth’s Attorney Steve Descano’s office agreed with the request, but the judge denied it, ruling the proposal did not sufficiently address public safety concerns.
Immigration authorities have since lodged a detainer — a request asking local officials to hold the suspect so federal agents can take custody — while he remains in jail. ICE said the Fairfax County Sheriff’s Office said it will honor that detainer if the suspect is released. Parents who spoke publicly about the case said they want accountability from both the school system and local officials.
“There’s a group of about 12 individuals that have reported this assault,” one mother told 7News. “It was all perpetrated by a single individual who is a stranger to the girls. He just sneakily walked up behind them and put his hand in between their legs. It was not just a butt smack or a butt grab. It was a groping of a private area. It had been occurring for several months.”
Federal immigration data show that U.S. authorities recorded roughly 11 million migrant encounters at the border during the Biden administration’s four years. Estimates based on releases, parole programs, and other categories suggest about 6.7 million illegal immigrants entered and remained in the United States between 2021 and 2023.
ICE did not immediately respond to the Daily Caller News Foundation’s request for comment.
