Over seven in 10 Americans regardless of party affiliation disapprove of mid-decade redistricting, according to a Marquette Law School poll released Wednesday.

States redrawing their congressional lines mid-decade was opposed by 71% of all respondents — up just slightly from 70% in September — and favored by just 28%, according to the poll. However, while the percentage of Republicans opposing mid-decade redistricting has increased over the past two months, the percentage of Democrats in opposition has decreased.

Opposition among Republicans was at 70%, up eight percentage points from 62% in September, while only 30% of Republicans held a favorable view of mid-decade redistricting, the new survey shows. Meanwhile, 73% of Democrats said they opposed mid-decade redistricting, down seven points from 80% in September, according to the poll. Of Democrats surveyed, just 27% approved of the moves, the survey found.

The survey also found that 68% of independents opposed states redrawing their congressional maps mid-decade, while 31% of independent voters viewed it favorably.

A three-judge federal panel ruled Tuesday that Texas cannot use its newly redrawn Republican-backed congressional map, in a major blow to the GOP.

In August, Republican Texas Gov. Greg Abbott signed the map into law in the state, in an effort to add up to five additional House seats for the GOP in the 2026 midterm elections.

Meanwhile, California voters approved Proposition 50, Democratic California Gov. Gavin Newsom’s gerrymandering ballot measure that seeks to add up to five Democratic seats in the Golden State, on Nov. 4. The Department of Justice (DOJ) announced on Nov. 13 that it is suing Newsom and California Secretary of State Shirley Weber over the Golden State’s newly adopted congressional map.

Newsom had launched his gerrymandering gambit to counteract Texas’ mid-decade redistricting.

Attorney General Pam Bondi wrote in a Nov. 13 X post that she believes Newsom’s Prop 50 is a “redistricting power grab.”

The Marquette Law School Poll was conducted from Nov. 5-12, among 1,052 U.S. adults, with a margin of error of plus or minus 3.3 percentage points. There were 903 registered voters, with a margin of error of plus or minus 3.5 percentage points, and 602 likely voters, with a margin of error of plus or minus 4.3 percentage points.
