Newly elected Republican Pennsylvania Attorney General David Sunday has not taken action to support President Trump’s executive order protecting children from chemical and surgical mutilation.

Trump’s Jan. 28 order strips institutions pushing the “junk science” of gender ideology of federal funding, including pediatric hospitals offering puberty blockers, hormone therapy, and sex change surgeries to gender confused minors. Pennsylvania, one of the few states with a Republican attorney general that has not banned or limited chemical and surgical mutilation of children, is home to a large network of pediatric gender clinics such as the Children’s Hospital of Philadelphia (CHOP) and UPMC Children’s Hospital of Pittsburgh — both of which were included on a list of the top 12 “worst-offending children’s hospitals promoting sex change treatments for minors” in America created by the medical watchdog group Do No Harm.

Of the 24 states that have not passed legislation limiting or banning the chemical and surgical mutilation of children, only four — Alaska, Virginia, Kansas and Pennsylvania — have a Republican Attorney General.

In Virginia, Attorney General Jason Miyares took swift action to uphold Trump’s EO, sending a memo to Virginia healthcare systems that called for the sterilization and mutilation of children to “stop immediately.”

The memo states: “The chemical and surgical mutilation of children must stop immediately. Hospitals and institutions that continue to mutilate children place themselves at significant legal risk and face substantial financial exposure. Given these risks, my office will be closely monitoring this issue and the actions of the Commonwealth’s agencies.”

Miyares’ actions helped pressure Virginia gender clinics to pause their services, according to a lawsuit filed Feb. 4 by the ACLU, which details how VCU Health, Children’s Hospital of Richmond, and UVA Health suspended their gender medical servicers for children under 19 after Miyares promised to enforce Trump’s order.

The Daily Caller News Foundation asked Sunday if he was going to take similar action on  in Pennsylvania. A spokesperson told the DCNF that Sunday is “Reviewing President Trump’s executive order and its potential impact on Pennsylvanians.” When asked if Sunday supported ending the chemical and surgical mutilation of children through puberty blockers, cross sex hormones, and sex change surgeries, the spokesperson did not respond or provide a comment.

The Kansas Senate voted in favor of legislation that would ban pediatric sex change on January 29th. Kansas Attorney General, Kris Kobach, and Alaska Attorney General, Treg Taylor, did not respond to requests for comment from the DCNF.

In the 2024 presidential race, President Trump defeated Kamala Harris in Pennsylvania, winning the coveted swing state that boasts more than a million independent voters by just under two percentage points. Exit polling revealed that stopping gender ideology, specifically the harms of child medical “sex change” interventions, was a critical issue for swing voters who cast their ballot in favor of Trump.

A public records request submitted by the Pennsylvania Family Institute revealed the from 2015 to 2022 Pennsylvania taxpayers spent almost $17 million on child chemical and surgical “sex change” mutilation interventions.

The CHOP Gender Clinic

Do No Harm put the CHOP Gender and Sexuality clinic in the top spot on a “Dirty Dozen” list of “worst-offending children’s hospitals promoting sex change treatments for minors.”

Founded in 2014, CHOP says they’ve worked with more than 3,000 patients, with the clinic expanding to a second location in New Jersey in 2020. The clinic has provided minors with sex change surgeries, puberty blockers and cross sex hormones, according to insurance data reviewed by Do No Harm.

The CHOP gender clinic has worked extensively in school districts, training government school teachers to accept and normalize gender ideology in classrooms for students as early as Kindergarten.

CHOP has close ties to Richard “Rachel” Levine, who pushed gender ideology locally as Pennsylvania Physician General and then Secretary of Health, and elevated his activism to the federal level as a member of the Biden administration. Social media posts show Levine was a frequent supporter of the CHOP gender clinic and even helped celebrate it’s fifth birthday in 2019.

Public records revealed Levine emailed CHOP gender clinic co-founder, Nadia Dowshen, asking if there was “any literature to support” a protocol allowing children under 18 to have sex change surgery, to which Dowshen responded she was “not aware of existing literature but it is certainly happening.”

In the past three years, CHOP received more than $680 million in research funding from the federal government, according to their website. This funding could be jeopardized if the hospital continues providing puberty blockers, hormone therapy, and sex change surgeries to gender confused minors.

A spokesperson for CHOP provided Becker’s Hospital review with a statement saying they were “closely reviewing recent government actions, including the executive order on Jan. 28, to understand how they might impact care for the children who rely on [it].”

The Children’s Hospital of Philadelphia did not respond to the DCNF’s requests for comment.
