Section 4 of the 25th Amendment to the U.S. Constitution, the involuntary transfer of power, has yet to be invoked.

“The View” co-host Whoopi Goldberg thinks the time is now.

The topic came up on Wednesday’s show when the panel discussed President Donald Trump’s controversial speech at the United Nations General Assembly, per USA Today.

The president spoke about a wide variety of topics, such as a teleprompter mishap and problems on an escalator as well as immigration and climate change.

Co-host Sara Haines referred to the speech as a “trainwreck;” her cohorts Joy Behar and Sonny Hostin called it an “embarrassment.”

“The world is laughing at us,” Behar said.

Hostin went on to say Trump’s comments on immigration were “inflammatory” and “divisive.” She added the president “lied” when he said he “ended seven wars” in the hopes of receiving a Nobel Peace Prize.

Goldberg said the world is not laughing at the U.S., but have some concern.

“I don’t think the world is laughing at us. They are really worried for us,” she said.

She continued by pointing to the 25th Amendment.

“Section 4 authorizes the vice president and a majority of the president’s cabinet or Congress to decide if the president is unable to perform their duties,” per the Reagen Presidential Library & Museum. “Should the group have a majority opinion of “yes,” then the president’s powers are automatically transferred to the vice president. In response, the president can announce that they are able to resume their leadership role, after which the voting group has four full days to disagree, otherwise the president’s powers are fully restored when the time elapses.”

Goldberg brought up that former President Joe Biden’s mental capacity was questioned. The same should be done with Trump, she said.

“They questioned Biden’s competence. If Biden had acted like this, I would have said, ‘Yeah, take him and sit him down somewhere,'” Goldberg said. “But this was not presidential, and this was not helpful.”
