Senate Minority Leader Chuck Schumer ignited a political firestorm Tuesday after claiming that a Republican-backed election integrity bill could allow federal authorities to remove “tens of billions of people” from voter rolls — a statement that immediately drew criticism and confusion given that the entire population of the United States is roughly 330 million.
The clash came during a press conference where Schumer was pressed about the SAVE America Act, legislation that would require documentary proof of U.S. citizenship when registering to vote in federal elections. The bill would also mandate photo identification for voting and direct states to verify citizenship status while removing non-citizens from federal voter rolls.
Schumer bristled when a reporter framed the proposal as a voter ID measure, insisting the bill goes far beyond that description.
“[T]heir bill isn’t voter ID … It is about voter registration,” Schumer said. “It allows ICE to kick tens of billions of people off the rolls, off the rolls.”
He went on to argue that under the legislation, voters could arrive at the polls only to learn they had been removed from the rolls without warning.
“And they don’t tell them until election day, and you show up, and you say, ‘You’re not registered anymore, you’re not registered here. You’re not on the rolls,’” Schumer said. “And they say, ‘I didn’t know that.’ This is a bill that destroys the country.”
Schumer also alleged that the bill would rely on algorithm-driven decisions coordinated by federal agencies and outside figures.

Should the SAVE America Act require proof of U.S. citizenship for voter registration?
“It’s about the voter registration rolls — destroying them, purging them, not letting people know and taking the rights in a algorithm put together by ICE, put together by DOGE and Musk,” he continued. “It’s an outrage.”
Republicans backing the SAVE America Act say the criticism is misleading. Supporters argue the legislation is designed to close loopholes in the voter registration process and ensure that only U.S. citizens participate in federal elections.
The reporter challenging Schumer pointed out that voter identification requirements are broadly popular with the American public, a point often cited by advocates of stricter election security laws.
Debate around the bill has also centered on documentation requirements. A study from the Brennan Center for Justice estimates that roughly 21.3 million Americans do not currently possess documents such as passports or birth certificates that could prove citizenship. Republicans counter that replacement birth certificates and other documentation can typically be obtained without significant difficulty.
Meanwhile, the SAVE America Act is quickly becoming a central flashpoint in Washington.
President Donald Trump escalated the stakes over the weekend, declaring on Truth Social that he would refuse to sign any legislation until Congress has passed the measure.
With Trump drawing a line in the sand and Democrats warning of potential voter roll disruptions, the battle over the SAVE Act is shaping up to be one of the most explosive election policy fights of the year. Whether the legislation advances — or stalls in partisan gridlock — may ultimately determine how the next federal elections are administered.
