A massive and highly dangerous illegal tech operation has been discovered just miles from the United Nations headquarters in New York City — and federal officials say it could have disrupted communications across the entire city, including emergency 911 calls.

The Secret Service revealed Tuesday that its agents had uncovered a hidden network of electronic devices capable of overwhelming cell towers and disabling vital communication systems. This announcement came just days before world leaders were set to arrive in Manhattan for the UN General Assembly, raising serious concerns about timing, intent, and national security.

According to officials, more than 300 co-located SIM servers and over 100,000 SIM cards were found at multiple undisclosed locations within a 35-mile radius of the UN.

The scope of what these devices could do is staggering. The system had the ability to flood telecom networks with up to 30 million text messages per minute, officials said. In the wrong hands, it could have meant no texts, no calls, and no way to reach 911 — for millions of people.

Secret Service Director Sean Curran warned the country was vulnerable to a potential communications breakdown. “The potential for disruption to our country’s telecommunications posed by this network of devices cannot be overstated,” he said.

What’s especially troubling is that this entire system was discovered just as security around New York City was being ramped up for the annual gathering of global leaders. Special Agent Matt McCool, who leads the Secret Service’s New York field office, called the timing “critical.”

“It can take down cell towers,” McCool said. “You can’t text message, you can’t use your cell phone. And if you coupled that with some sort of other event associated with UNGA… it could be catastrophic to the city.”

Investigators say the network was part of an ongoing probe that began back in the spring, after telecom threats were reportedly directed at senior U.S. government officials.

When agents finally raided the sites, they found rows of high-powered servers and shelves stacked with SIM cards — more than 100,000 of which had already been activated. Thousands more were ready to go.

Although officials say they have not found a direct threat to the UN General Assembly, the system was shut down due to the overwhelming potential for harm. They are still investigating who was behind it.

According to early findings, the sophisticated system may have been used by foreign actors to send encrypted messages to organized crime syndicates, drug cartels, and even terrorist groups.

McCool said forensic analysis is just beginning. “We need to do forensics on 100,000 cell phones, essentially,” he explained. “All the phone calls, all the text messages, anything to do with communications. We need to see where those numbers end up.”

Officials haven’t released details about any arrests or the specific countries involved, but they emphasized there is no ongoing threat to New York City at this time.

Still, the scale and placement of the devices — so close to a major international event — raises serious questions. How long was this network operating? Who knew about it? And what else might it have been capable of?

For now, the only clear answer is that this operation was stopped — just in time. But the investigation is far from over.
