Ele foi o líder republicano do Senado dos EUA durante os últimos 11 anos de seu mandato, incluindo três anos não consecutivos como Líder da Maioria do Senado dos EUA. Antes de seus 27 anos no Senado, ele serviu na Câmara dos Representantes dos Estados Unidos de 1961 a 1969.
