Uma censura é uma expressão de forte desaprovação ou crítica severa. No procedimento parlamentar, é uma moção principal debatível que pode ser adotada por maioria de votos. Entre as formas que pode assumir estão uma repreensão severa por uma legislatura, uma penalidade espiritual imposta por uma igreja, ou um julgamento negativo pronunciado sobre uma proposição teológica. Geralmente é não vinculante, ao contrário de uma moção de desconfiança.
