Charles Sumner foi um advogado e estadista americano que representou Massachusetts no Senado dos Estados Unidos de 1851 até sua morte em 1874. Antes e durante a Guerra Civil Americana, ele foi um dos principais defensores americanos da abolição da escravidão, e após a guerra foi uma figura chave na era da Reconstrução, durante a qual ele e outros Republicanos Radicais lutaram com sucesso para acabar com a escravidão e garantir direitos básicos para os americanos negros. Ele continuou defendendo a igualdade racial até sua morte, fazendo lobby em seus últimos dias por um projeto de lei de direitos civis que serviu de modelo para a Lei dos Direitos Civis de 1964. Historiadores creditam Sumner por cunhar a frase "equality before the law", que ele usou pela primeira vez como parte de uma tentativa inicial de integrar o sistema de escolas públicas de Boston.
