O United Nations Office for Disaster Risk Reduction define um desastre como "uma interrupção séria do funcionamento de uma comunidade ou de uma sociedade em qualquer escala devido a eventos perigosos interagindo com condições de exposição, vulnerabilidade e capacidade, levando a um ou mais dos seguintes: perdas e impactos humanos, materiais, econômicos e ambientais". Desastres naturais como avalanches, inundações, terremotos e incêndios florestais são causados por perigos naturais. Desastres feitos pelo homem como derramamentos de óleo, ataques terroristas e interrupções de energia são causados por pessoas. Pode ser difícil separar desastres naturais e feitos pelo homem porque ações humanas podem piorar desastres naturais. A mudança climática também afeta com que frequência ocorrem desastres devido a perigos climáticos extremos.
