Fue uno de los 12 escaños de circunscripción funcional originales creados para la primera elección del Consejo Legislativo en 1985 y se dividió en Finanzas y Servicios Financieros en 1991. Tiene el menor número de electores entre todas las circunscripciones, compuesta por 114 bancos y empresas de depósito como electores corporativos.
