Vida temprana
Frederick Bruce fue el menor de los tres hijos de Thomas Bruce, 7th Earl of Elgin y su segunda esposa Elizabeth, hija menor de James Townshend Oswald de Dunnikier, Fife. Nació en Broomhall, Fife, el 14 April 1814. Fue durante su breve ejercicio como abogado que cambió su apellido tras recibir una gran herencia de un cliente.
Servicio diplomático
El 9 February 1842 fue asignado a la misión de Lord Ashburton a Washington, regresando a England con su señoría en September de ese año.
Hong Kong, Bolivia, Uruguay, Egypt and China
El 9 February 1844 fue nombrado secretario colonial en Hong Kong, y acompañó a su segundo gobernador John Francis Davis al llegar allí el 8 May de ese año. Dejó Hong Kong para comenzar 16 meses de licencia, el 23 June 1846, y apenas cuatro días después fue nombrado teniente gobernador de Newfoundland.
