Phebe Novakovic graduated from Smith College in Northampton, Massachusetts in 1979 and received an M.B.A. from the Wharton School of the University of Pennsylvania in Philadelphia in 1988. She was previously married to Michael G. Vickers, former Under Secretary of Defense for Intelligence and Security, Special Forces soldier, and CIA paramilitary officer. Career She worked for the Central Intelligence Agency. From 1997 to 2001, she worked for the United States Department of Defense.
