Un estado es una entidad política que rige y gobierna la sociedad y la población dentro de un territorio definido, o en otras palabras, se refiere al país mismo con diversas divisiones administrativas. Los gobiernos se consideran como un aparato, representante o instrumento de los estados, por lo que el término se utiliza como metonimia de ellos en temas gubernamentales.
