Wouter Koolmees es un economista, político y ejecutivo empresarial neerlandés del partido Demócratas 66 (D66). Sirvió como ministro de Asuntos Sociales y Empleo en el tercer gabinete Rutte de 2017 a 2022, y brevemente como vice primer ministro interino de los Países Bajos en 2019-2020. Desde el 1 de noviembre de 2022, ha servido como presidente y director ejecutivo de Nederlandse Spoorwegen (NS), el principal operador ferroviario nacional neerlandés.
