President Joe Biden approved a key national security memorandum Wednesday ahead of President-elect Donald Trump’s return to the White House that could serve as a guide for the Trump administration on Russia, China, Iran and North Korea.
The memo has not been made public due to what the White House called sensitive findings, but it has detailed how the mentioned countries are increasingly working together, according to The Associated Press. The White House added it aims to provide a foundation for the new administration to handle these alliances effectively.
Biden administration officials developed the memo over the summer. The memo includes recommendations such as enhancing the interagency cooperation within the government, expediting sharing intelligence with the allies, optimizing the use of sanctions and economic measures and preparing for crises involving the four adversaries, AP reported. Officials also said that Russia has turned to North Korea for artillery, missiles and troops and has received drones and missiles from Iran.

China has supplied Russia with dual-use components, while Russia has been supporting Iran’s missile defense and space programming and has even provided fighter jets, AP said. Meanwhile, North Korea has been benefiting from Russian fuel and funding to expand the country’s manufacturing.
Officials also said that Moscow effectively recognized North Korea as a nuclear weapon state. On the other hand, China and Russia continue to strengthen their military cooperation, which includes joint patrols in the Arctic.
Despite different worldviews, senior officials of the Biden administration and the incoming Trump team have been engaging in discussions to ensure continuity on national security matters during the transition, according to AP.
