The state of Idaho is targeting an online Satanic criminal network that preys on local children for sexual abuse, reflecting growing nationwide concerns about the threat it poses.
Republican Idaho Attorney General Raúl Labrador’s office said it is sounding the alarm about “a dangerous online sextortion scheme run by a transnational criminal network known as ‘764’” in a statement to the Daily Caller News Foundation. Members of the group, who have become a growing priority for federal law enforcement, are “actively targeting children in Idaho and across the country through gaming platforms and messaging apps,” Labrador’s office said.
“The criminals behind this network are targeting children across the globe with calculated cruelty,” Labrador said. “My office will use every tool at our disposal to expose these predators and protect Idaho families.”
The coalition of predatory groups “manipulates and blackmails children — typically between the ages of 9 and 17 — into sharing explicit images or engaging in self-harming behavior,” Labrador’s office said, echoing FBI descriptions of the trend. “The perpetrators then use those images or actions as leverage in ongoing threats and extortion.”
The FBI has also mentioned that 764 criminals threaten victims with swatting, “doxxing” and other methods if they don’t comply with their perverse demands.
“The tactics often lead to victims suffering in silence, as the perpetrators exploit feelings of fear, shame, and isolation to keep their victims from seeking help,” Labrador’s office said. Victims in some instances have been driven to suicide on camera.
Followers of 764 gravitate toward tech platforms popular with young people such as Discord, where moderators struggle to effectively keep the predators away, the DCNF previously reported. They often embrace a mix of Satanic and neo-Nazi symbolism.
In April, Idaho’s Internet Crimes Against Children (ICAC) Task Force “received 15 separate reports from the National Center for Missing and Exploited Children (NCMEC) regarding suspected sextortion activity occurring within the state,” Labrador’s office said.
Some federal defendants charged with 764-style exploitation have declared themselves followers of other Satanist groups, such as the Order of Nine Angles (O9A), a cult recently tied to an assassination plot against President Donald Trump. The FBI has described criminals from groups like these as “Nihilistic Violent Extremists” consumed by “a hatred of society at large and a desire to bring about its collapse.”
Labrador’s office noted that “as of May 2025, the FBI has over 250 open investigations tied to” 764.
Along with arresting alleged leaders of a 764 “child exploitation enterprise” in April, the Trump administration has increasingly issued warnings to the public to be vigilant against the threat. Labrador is one of a handful of state-level officials who have begun to follow the federal government’s lead.
“Parents need to know this threat is real, it’s growing, and it thrives on silence,” Labrador said. “Awareness is the first line of defense.”
