What it's about
Steve Coll reconstructs three decades of American covert action in Afghanistan, arguing that Washington's Cold War proxy war against the Soviets, waged through Pakistan's intelligence service, built the infrastructure and ideology that produced al-Qaeda, and that repeated bureaucratic caution afterward let bin Laden escape capture again and again. The book matters because it shows a policy failure assembled from thousands of individually defensible decisions.

What’s inside
- 1The Soviet Invasion and the Birth of a Proxy War1 min
The CIA's Afghan program worked militarily only because it deliberately kept Americans off the battlefield, a design choice that later made the war impossible to steer once it outgrew its original purpose.
- 2Outsourcing the War to the ISI1 min
By letting Pakistan's ISI select which Afghan factions received the bulk of the weapons, Washington ensured that the most Islamist and least accountable commanders, not the most militarily capable ones, became the program's biggest long-term beneficiaries.
- 3Charlie Wilson, Congress, and the Escalation Machine1 min
The program's leap from tens of millions to well over half a billion dollars a year was driven less by strategic reassessment than by a handful of individuals who learned to bypass ordinary oversight.
- 4The Making of a Global Jihad1 min
The CIA's operational habit of treating every anti-Soviet fighter as a useful asset, without regard to ideology, allowed a transnational jihadist infrastructure to organize on the same battlefield without Washington noticing or caring.
- 5Victory Without a Plan1 min
The Soviet withdrawal in 1989 was treated in Washington as the end of the story rather than the beginning of a harder problem, and that premature disengagement caused more lasting damage than the war itself.
- 6Civil War and the Rise of the Taliban1 min
The Taliban's emergence in 1994 was not purely a grassroots religious movement but also a Pakistani-engineered response to a warlord chaos that American disengagement had allowed to take root.
- 7Al-Qaeda Takes Shape1 min
Bin Laden's 1996 return to Afghanistan and his declared war on the United States caught the CIA institutionally unprepared, because the agency had never organized itself around tracking an individual terrorist leader as a strategic target.
- 8Missed Chances1 min
Between 1998 and 2000 the United States had several concrete opportunities to kill or capture bin Laden, and each was blocked by risk-aversion and interagency disagreement rather than by any lack of intelligence.
- 9The Road to September 111 min
By 2001 the specific and repeated warnings about an imminent large-scale attack meant that the failure to preempt it reflected institutional paralysis, not ignorance.
