What it's about
Bill Browder's memoir traces his rise as the largest foreign investor in post-Soviet Russia, his expulsion by the Kremlin, and the murder of his lawyer Sergei Magnitsky, who uncovered a $230 million state-orchestrated tax fraud. The book argues that Putin's Russia is a kleptocracy where law enforcement, courts, and prisons serve as tools for elite theft, and it mattered because Browder's resulting campaign produced the Magnitsky Act, the first Western sanctions law targeting individual human rights abusers.

What’s inside
- 1A Capitalist Grandson1 min
Browder's decision to become an aggressive capitalist was as much a rebellion against his communist family legacy as it was a career choice, and that personal motive shaped his willingness to take outsized risks in post-Soviet markets.
- 2Building Hermitage in the Wild East1 min
Browder's fund succeeded by exploiting the fact that Russian companies were absurdly undervalued relative to their real assets, a gap created by weak governance and opaque ownership rather than by genuine economic weakness.
- 3Shareholder Activism as a Weapon1 min
By publicly naming corporate theft at Russia's largest companies, Browder turned shareholder activism into a form of political confrontation that inevitably drew the attention of the people benefiting from that theft.
- 4Expulsion and the Turn Against Him1 min
Browder's 2005 expulsion from Russia marked the moment the Kremlin's internal power structure, not any individual oligarch, decided that his activism threatened the interests of officials close to the state itself.
- 5The Raid and the $230 Million Fraud1 min
The 2007 police raid on Hermitage's Moscow offices was not a routine investigation but the opening move in a scheme by corrupt officials to steal Hermitage's own corporate identity and use it to defraud the Russian treasury.
- 6Magnitsky's Investigation and Arrest1 min
Sergei Magnitsky's decision to testify about the fraud to Russian authorities, rather than stay silent, exposed him directly to the same officials he had implicated, revealing that Russian law enforcement functioned to protect perpetrators rather than victims.
- 7Torture, Neglect, and Death1 min
Magnitsky's death in November 2009 resulted from a deliberate pattern of medical neglect and physical abuse designed to pressure him into recanting his testimony, and it succeeded only in converting him from a witness into a martyr.
- 8Turning Grief into the Magnitsky Act1 min
Browder's success in persuading the U.S. Congress to pass the Magnitsky Act in 2012 shows that individual sanctions targeting specific human rights abusers can be a more effective and durable form of pressure than broad diplomatic condemnation.
- 9Retaliation, Red Notices, and the Yakovlev Law1 min
The Kremlin's disproportionate response to a single sanctions law, including banning American adoptions of Russian orphans, reveals how personally implicated the highest levels of the Russian government were in the underlying fraud.
- 10Kleptocracy as a System, Not an Exception1 min
Browder's case demonstrates that corruption in Putin's Russia is not a series of isolated bad actors but an integrated system in which state institutions exist partly to launder and protect stolen wealth.
