Report Warns of Long-Term Muslim Brotherhood Influence Campaign in US

A global research center has released a sweeping new report alleging that the Muslim Brotherhood has spent decades working to embed itself inside American institutions and reshape Western society from within.

According to Fox News, the 200-page report, published Wednesday by the Institute for the Study of Global Antisemitism and Policy (ISGAP), draws on internal Brotherhood documents such as the “1982 Project” and the “1991 Explanatory Memorandum.” 

Researchers argue these materials outline a long-term effort to leverage Western freedoms to advance Islamist ideology.

According to the report, the Muslim Brotherhood — founded in Egypt nearly a century ago — has sought to access U.S. government agencies, influence civil rights policymaking, and expand its presence across schools, universities, and social media. 

The report alleges the group has aimed for strategic entry into agencies, including the State Department, Department of Homeland Security, and Department of Justice, through career positions and advisory roles.

The report also examines financing sources, including support from Qatar, and claims the organization maintains ideological alignment with al-Qaeda on the goal of establishing an Islamic state governed by sharia law. It argues the groups differ primarily in tactics, saying the Brotherhood embraces “gradualism” to avoid confrontation.

ISGAP’s authors call on the U.S. government to formally designate the Muslim Brotherhood as a terrorist organization.

“We are now fifty years into the Brotherhood’s 100-year plan to entrench themselves into key institutions in the United States and other Western societies,” ISGAP founding director Dr. Charles Asher Small told Fox News Digital. 

He said the group had “learned to use the very freedoms of democracy as tools to erode it from within.”

Small called the organization “a transnational ideological project,” adding that a terror designation would be “essential to safeguard our freedom and way of life.”

The report arrives the same week Texas Gov. Greg Abbott designated both the Muslim Brotherhood and the Council on American-Islamic Relations (CAIR) as foreign terrorist and transnational criminal organizations, preventing the groups from purchasing land in Texas.

Abbott said the groups sought to “forcibly impose Sharia law” and had acted to “subvert our laws through violence, intimidation, and harassment.”

CAIR responded that it “consistently condemned all forms of unjust violence,” including terrorism.

The ISGAP report also highlights elected officials, it says have advanced positions aligned with Brotherhood viewpoints, specifically naming Reps. Ilhan Omar of Minnesota and Rashida Tlaib of Michigan. 

The report notes neither congresswoman has documented ties to the organization but points to appearances at events hosted by groups it characterizes as Brotherhood-aligned.

In a press release, ISGAP warned that the Brotherhood’s networks depend on external state support and urged Congress to respond to its findings.

“This is not a theoretical threat,” said Dalia Ziada, the group’s Washington coordinator and a co-author of the report.
