Missouri Republican Rep. Mark Alford unveiled legislation Tuesday that would require the federal government to review foreign land purchases near U.S. nuclear bases.

Alford’s “Strategic Assets Protection Act” would task the Committee on Foreign Investment in the United States (CFIUS) with vetting all such purchases as far back as 2017 to determine if any pose a national security threat, according to the bill exclusively obtained by the Daily Caller News Foundation. The Treasury Department would also be required to submit a classified report detailing CFIUS’ findings to the House Armed Services and Appropriations committees within 180 days of the bill’s enactment.

The proposed legislation is “directly responsive” to several recent DCNF investigations that identified properties near U.S. military bases acquired by individuals with Chinese Communist Party (CCP) ties, Alford’s spokesperson said.

“Without the groundbreaking reporting from the Daily Caller News Foundation, Congress — and, more importantly, the American people — would still be in the dark about CCP infiltration near our nation’s most sensitive military installations,” Alford told the DCNF. “The investigative series on these alleged CCP-linked transactions demanded a legislative response. That’s exactly what this bill delivers.”

‘CCP Infiltration’

Chinese government-tied individuals have acquired properties near U.S. military bases in Louisiana and Missouri, the DCNF recently reported.

In northern Louisiana, Barksdale Air Force Base is flanked by two golf courses owned by Chinese-American businessman Eugene Ji, whom Chinese government announcements have identified as an “overseas committee member” of an arm of a CCP influence and intelligence agency called the United Front Work Department, the DCNF reported in January 2026. Barksdale AFB hosts Air Force Global Strike Command, which is responsible for all of America’s intercontinental ballistic missiles and nuclear bombers.

A November 2025 DCNF investigation also discovered that Whiteman Air Force Base — home of the nuclear-capable B-2 stealth bomber — shared a perimeter fence with a Knob Noster, Missouri trailer park owned by foreign nationals belonging to the New Federal State of China (NFSC). Launched in 2017, NFSC is a purported political movement to “take down” the CCP that is led by Chinese real estate mogul Miles Guo, who previously acknowledged serving as a Chinese intelligence “affiliate,” and was convicted of orchestrating an over $1 billion fraud conspiracy in July 2024.

Alford — whose congressional district includes Whiteman AFB — subsequently requested a classified briefing from CFIUS about the Knob Noster trailer park on Nov. 12, 2025.

Several weeks later, Whiteman AFB security personnel arrested Qilin Wu, a Chinese illegal immigrant and former People’s Liberation Army soldier, on Dec. 3 for allegedly taking unlawful photographs and videos of the military installation. While searching Wu’s van, authorities allegedly discovered bedding, according to the criminal complaint, and a criminal background check found that Key West Police Department officers had issued the Chinese national a “written warning for lodging and camping in his vehicle” near “the pathway used by Naval aircraft for takeoff and landing operations” in May 2024.

While it remains unclear if Wu has any ties to the Knob Noster trailer park, Missouri Secretary of State Denny Hoskins ultimately moved to shut down the business in January 2026.

Alford’s proposed legislation will help protect America’s nuclear deterrent from CCP intelligence operations, said Michael Lucci, founder and CEO of State Armor, which provided information to the DCNF for use in its investigation into the Knob Noster trailer park.

“The CCP is so emboldened and so convinced they will defeat America that they are openly positioning near our most important military installations for espionage and sabotage,” Lucci told the DCNF. “The federal government needs to step up and clean out CCP infiltration before it’s too late.”
