Cheney has a clear message for Gaetz.

The House is due to consider legislation backed by Democrats including the Congressional Black Caucus.

The measure was also opposed by civil rights leaders and activist groups.

The House bill "will not only promote justice; it will establish a culture of responsibility, fairness, and respect deserving of the badge."
