Paul said the assault resulted in lasting medical complications and criticized Mullin for what he described as a lack of remorse.

“I just wonder if someone who applauds violence against their political opponents is the right person to lead an agency that has struggled to accept limits to the proper use of force,” Paul said, adding that Mullin had offered “no apology” and shown “no regrets.”

Mullin pushed back in his opening remarks, disputing Paul’s characterization of his past comments.

“I did not say I supported it, I said, ‘I understood it,’” Mullin said. “Everybody in this room knows that I’m very blunt and direct to the point. And if I have something to say, I’ll say it directly to your face.”

He then turned the criticism back on Paul.

“I’ve worked with many people in this room. It seems like you fight Republicans more than you work with US,” Mullin said.

Paul escalated the exchange by referencing a previous heated moment involving Mullin and Sean O’Brien during a 2023 Senate hearing.

“Sir, this is the time, this is the place. You wanna run your mouth? We could be two consenting adults. We can finish it here,” Mullin had said at the time.

Mullin dismissed the incident during the hearing, noting that O’Brien was now “my good friend.”

“There’s no precedent for legal dueling,” Paul shot back. “Even then, they fled the country.”

The contentious hearing comes as lawmakers weigh leadership changes at the Department of Homeland Security following the departure of Kristi Noem.

Democrats also raised concerns about judgment and leadership, with Gary Peters warning that the role demands restraint and sound decision-making.

“This is a role where temperament matters, where judgment matters, and where experience matters,” Peters said.
