An Ethiopian immigrant is accused of killing three rental office employees after a dispute over a parking agreement, according to police and prosecutors.

But one troubling element already stands out: The suspect reportedly believed he was being targeted by an unfair American system, and that belief appears to have played a role in how he understood the dispute.
According to TwinCities.com, the website of the St. Paul Pioneer Press, 30-year-old Tsegaab Ademassu Binessu was captured on surveillance video during the shooting.
A roommate told the outlet that Binessu had lived in the United States for at least eight years. When authorities arrested him nearly 200 miles from the crime scene, he reportedly had a U.S. passport, a Social Security card, an empty handgun magazine and a permit to carry a firearm.
Binessu also had a wife and children living in Ethiopia. According to the report, they had encountered immigration difficulties while trying to join him in the United States.
The confrontation began after Binessu went to his rental office at approximately 4 p.m. and attempted to cancel a parking contract he had recently renewed. He had sold the vehicle connected to the parking space and no longer needed it.
Management reportedly refused to cancel the agreement, leaving him responsible for a monthly payment of about $65.
Anyone who has dealt with a landlord or rental company can understand the frustration of being stuck in a contract that no longer serves a practical purpose. People can become angry, argue with employees, file complaints or seek legal remedies.
What they cannot do is pull out a gun and kill the people enforcing the agreement.
After the shooting, Binessu allegedly fled in a vehicle belonging to one of the victims. Police later arrested him hundreds of miles away. He now faces three murder charges.
According to the criminal complaint, Binessu told investigators that he “hated the American system.” He reportedly complained that apartment management repeatedly blamed its decisions on “the system” instead of helping him.
