Brazil Senate Approves Lula Security Overhaul
Brazil’s Senate approved a constitutional security reform that expands the federal government’s role in fighting organized crime and creates a dedicated public security ministry, marking a major win for President Luiz Inácio Lula da Silva. The measure also changes how security agencies coordinate, directs more resources toward combating the PCC and Red Command, and imposes tougher penalties on gang members, including stricter prison and parole rules and asset seizures. Lawmakers left out proposals to lower the age of criminal responsibility from 18, opting to consider that issue separately. The reform comes amid public concern about crime and the growing reach of gangs and militias across Brazil.
