UK rearrests two men on suspicion of assisting Iranian intelligence

At 1:36 a.m. on September 27, 2026, a farmer returning from a party called police after seeing five men in balaclavas near three white vans close to RAF Fairford in Gloucestershire. Armed officers reached the scene and detained suspects within roughly half an hour. Authorities evacuated 85 nearby homes and deployed a bomb-disposal robot to examine the vehicles.
Three suspicious vans had been discovered near the base perimeter. Officers recovered petrol, an accelerant, but found no explosives. U.S. B-1 bombers that had been operating from Fairford were relocated. The base had been used by American forces, and the sudden movement of those aircraft made plain that a rural English airfield remained a live node in U.S. power projection.
Five British nationals in their twenties were arrested that day on suspicion of terrorism and explosives offences. A 24-year-old British national was among those taken near the base on September 27. Four days later, on October 1, a 25-year-old dual British-Iranian national was arrested in Westminster on suspicion of preparing terrorist acts. A 26-year-old British national was questioned under caution. On October 6 a 22-year-old British man was arrested in Westminster on the same suspicion and released under strict bail conditions. In all, seven men were arrested. All seven were later released on bail as the inquiry continued, a decision publicly criticized by Donald Trump and by Marco Rubio, the U.S. secretary of state.
On October 20 the two men—a 24-year-old British national and a 25-year-old dual British-Iranian national, both Westminster residents—were rearrested. The new suspicion was not the original explosives framing. It was section 3 of the National Security Act 2023, the offence of assisting a foreign intelligence service. That statute criminalizes knowing help to a hostile service even when no bomb has yet been assembled. Laurence Taylor, head of National Counter Terrorism Policing, stated the facts without flourish: "So far seven men have been arrested in connection with our investigation. As a result of the ongoing efforts of our officers, earlier today two of those men were rearrested for offences relating to section 3 of the National Security Act – assisting a foreign intelligence service."
Taylor kept the assessment steady. "This is very much a live investigation, and our evidence-gathering continues, but at this time our position remains the same; we consider it highly likely that there is Iranian state involvement. Our investigators are continuing to examine what that level of involvement was and the ambition behind it." He described "many lines of enquiry involved in this hugely complex investigation." Vicki Evans of Counter Terrorism Policing likewise called it a live investigation, with specialist teams still pursuing multiple lines into the events near Fairford and working around the clock to identify motive while examining every angle. Five of the seven men remain on police bail.
British Prime Minister Andy Burnham had already told lawmakers the episode was a suspected terror plot "almost certainly" directed by Iran's Islamic Revolutionary Guard Corps. Iran rejected the charge. Ambassador Seyed Ali Mousavi accused the British government of lacking evidence linking Tehran to the incident, a denial carried by Iran's state news agency. The police position has not shifted to accommodate that denial. Taylor's language—"highly likely" state involvement—remains the operative British assessment, and the rearrests under the foreign-intelligence provision mark a sharper legal theory than the first round of bail releases.
Ken McCallum, director general of MI5, has placed the Fairford case inside a wider pattern. He warned that Iran and Russia have been intensifying attacks inside Britain, including against Jewish sites and harder military targets. More than 50 people, he said, have been arrested over Iran-linked plots in the past year. Fairford is therefore not an isolated scare. It is one data point in a sustained campaign against the physical infrastructure that underwrites the U.S.-U.K. alliance.
For the ordinary American whose security still rests in part on overseas bases, the sequence is concrete. A farmer's late-night call, balaclava-clad men, three vans, an accelerant, 85 emptied houses, and the hurried departure of U.S. bombers from a runway that had supported strikes on Iran. The initial mass release on bail tested public confidence in the speed of British process. The October 20 rearrests under section 3 of the National Security Act answer that test with a different charge and a clearer attribution. Rule-of-law procedure continues; five men remain on bail while evidence is gathered. National sovereignty, however, is not an abstraction when a foreign intelligence service is assessed as highly likely to have reached for a base that hosts American aircraft.
Fox News headlined the development simply: "2 men re-arrested in UK for allegedly spying for Iran." The police statements center on assistance to a foreign intelligence service rather than a completed bomb plot. No charges have yet been announced. The investigation remains open, the bombers are gone from Fairford for now, and the two men arrested on October 20 face the specific allegation that they helped a hostile service operate against a site used by U.S. forces. That is the next decision point the record leaves standing.
