Buffalo Sues to Halt 28-Bay Seneca Truck Stop
Buffalo Mayor Sean Ryan says the city has sued in New York State Supreme Court to halt construction of the Seneca Nation’s planned development at 5 Miami Street in the Old First Ward, seeking a pause while permits and municipal requirements are reviewed. The city argues the project could increase demands on infrastructure and public safety, undermine waterfront investments, and harm the Buffalo River; its lawsuit also alleges site work disturbed potentially contaminated soil. The Seneca Nation disputes the city’s authority and maintains the land is in restricted-fee status, citing federal recognition and its sovereign rights to develop it. The parties also differ over how to characterize the project: the city calls it a 28-bay truck stop and fuel depot, while the Nation describes a gas station with a convenience store, dispensary and food outlet, and says it will bring economic activity and jobs.
