Cities roll out winter parking bans with varying local rules

Winter parking rules are taking effect in several communities, with schedules and enforcement varying by location. In the St. Cloud area, restrictions include overnight odd-even parking in central St. Cloud, seasonal overnight bans in other zones and nearby cities, and immediate towing during declared snow emergencies. Edina prohibits overnight street parking from Nov. 1 through March 31 regardless of weather, and bans parking after a snowfall of at least 1.5 inches until streets are plowed to the curb. Fargo’s seasonal restrictions are scheduled to run from Nov. 1, 2026, through April 15, 2027. In Fort McMurray, regular Winter Maintenance Zone restrictions will instead be suspended Nov. 2–6 after the municipality’s extreme-weather response ended, though temporary restrictions may still be posted on routes undergoing snow removal.
