Cities Move to Tighten E-Scooter Rules

Governments and cities are tightening rules for electric scooters, e-bikes and other micromobility vehicles, citing safety, pedestrian access and operator accountability. In Hungary, Prime Minister Péter Magyar announced plans for significantly stricter scooter rules after consultations, but has not yet released details. Miami approved rules barring riders under 16, limiting speeds to 20 mph and restricting sidewalk riding and parking; New York lawmakers have proposed banning sales of high-speed electric two-wheelers marketed as ordinary e-bikes. Washington, D.C., has issued rules allowing fines for shared-mobility operators over violations such as obstructing sidewalks or bike lanes, while also revising discounted access for low-income riders.
