Communities Use Local Data to Shape Climate Policy
Environmental policy is increasingly drawing on community-generated data and local knowledge, rather than relying only on top-down assessments. In Portland, residents affected by the 2021 heat dome helped shape building policies through the HEART standards: Health, Equitable energy, Anti-displacement, Resilience and Temperature. In Wayanad, India, village councils are using locally collected rainfall records to seek official drought declarations and targeted relief, grounding their requests in measured evidence. Vietnam’s proposed environmental law likewise emphasizes data-driven, risk-based governance and stronger protections against falsified or disrupted environmental data, while warning that disconnected systems could increase costs instead of improving oversight.
