Warwick Incumbent Faces Rematch as Needles and Cameras Stir Local Races
Several Warwick City Council races feature incumbents defending their seats against challengers. In Ward 4, Democrat Sal Deluise is seeking a second term in a rematch with independent Joanne Miller, whom he narrowly defeated in 2024; their campaigns have emphasized local government’s financial judgment, small businesses, and affordability. In Ward 1, Democrat William Foley is seeking a third term against independents Robert Cushman and Stuart Andrew Wilson, highlighting neighborhood projects and his record on sewer assessments and city costs. Ward 2 incumbent Jeremy Rix, who has opposed the city’s Flock Safety traffic-camera policy, is also seeking reelection. In nearby West Warwick, council candidate Donald Cote has drawn attention to discarded needles and a vending machine supplying drug paraphernalia. Separately, Rochester’s Ward One race pits incumbent Patrick Keane against Lisa Ross, who has criticized some council-approved projects and pledged greater resident engagement, while both candidates identify affordability as a concern.
