Dayton orders dozens out of apartments over disputed safety hazards

Dayton officials and police evacuated about three dozen residences at Troy Street Apartments after an Oct. 22 inspection found what the city described as significant life-safety hazards involving structural, electrical, fire-safety and occupancy issues. The property had previously been declared a nuisance, and the deadline for the owners to address the problems had passed; the city said residents received information and support for temporary housing while it considers next steps. Residents described problems including pests, water and electrical issues, but some said they had nowhere to go after being told to leave. Property manager John Desmond said the owners had begun addressing concerns, disputed that the issues justified closing the building and criticized the rapid vacate order; he said the owners would appeal.
