El Paso County declares disaster after Horizon floods
Flooding inundated a Horizon City neighborhood near Kila Street and Horizon Boulevard, damaging at least 60 homes and forcing evacuations. Horizon Fire Department later attributed the flooding to rain runoff flowing from higher ground into a low-lying area; officials said it could take days to remove the water and kept power off in affected locations pending safety checks. El Paso County declared a local disaster to speed purchases and coordinate support, including vacuum trucks, while officials sought additional state and federal resources. County and community teams provided residents with sandbags, water, generators, showers, clothing and temporary shelter, with separate shelter available for pets.
