Estonia Says Russia Ordered Milrem Factory Arson

Estonia said on September 29, 2026 that an August 15 fire at defense firm Milrem Robotics in Tallinn was arson ordered by Russian security services. Milrem supplies unmanned ground vehicles to Ukraine. Officials said three suspects were arrested in Latvia and deported to Estonia, and that Tallinn summoned the Russian ambassador. Foreign Minister Margus Tsahkna wrote that the attack was sabotage ordered by Russia’s special services and part of a broader European campaign to intimidate allies and weaken support for Ukraine. Prime Minister Kristen Michal said the conclusion came from the Internal Security Service KAPO. Kremlin spokesman Dmitry Peskov rejected the accusation as baseless and unrelated to reality, saying Russia would not take it seriously. Sweden’s Ulf Kristersson called the case extremely serious and said Sweden stood fully behind Estonia. Estonia has not disclosed its evidence, citing confidentiality, and says it has no evidence of a conventional Russian attack that would trigger NATO’s Article 5.
